The Trump administration late on Monday said it would not immediately impose sanctions under the law, created to punish Moscow for meddling in the 2016 presidential election.

The list, part of the wider "Countering America's Adversaries Through Sanctions Act", or CAATSA, ordered by Congress and signed into law by President Donald Trump last August, requires the White House to provide a detailed report on the dealings of key Kremlin insiders.

Treasury Secretary Steven Mnuchin, testifying before the Senate Banking Committee on Tuesday, came under fire from Democrats for failing to impose any sanctions in the report Treasury released.

Just 24 hours before his address, his administration released a Congressionally-mandated report that was supposed to detail potential targets of new sanctions against Russian Federation for its interference in the 2016 elections.

Russian President Vladimir Putin says a list of officials and businessmen close to the Kremlin published by the United States has in effect targeted all Russian people.

The administration also published a list of Russian oligarchs who could be sanctioned, as required by the law.

Alexei Navalny, the opposition leader who has been barred from competing in the presidential elections, was among those cheering the "Putin list" as a positive development.

Russian lawmakers and officials Tuesday slammed the United States for publishing the so-called "Kremlin report" listing 210 Russian politicians and businessmen which might become targets of possible new sanctions. "The next time Putin does something outrageous like bombing civilians in Syria or hacking elections, there will be huge political pressure in the USA to sanction someone and this list will be the first port of call". Future sanctions would mostly be on foreign governments and business entities that buy from Russia, not the Russian firms, the official said.

"Today, we have informed Congress that this legislation and its implementation are deterring Russian defence sales", State Department spokeswoman Heather Nauert said in a statement.

"The objective of this "black list" is purely political, since no sanctions of economic nature have been mentioned".

At the least, the US law underscores the woefully deteriorated state or relations between the United States and Russia, and lawmakers' frustration that Trump has not moved more aggressively to acknowledge and pursue the allegations of Russian interference in USA elections.

It also has a classified annex with "additional information". Where were Russia's senior court judges and the head of the election commission?

"The picture that you [get] when you look at the grand total of is that the administration isn't willing to confront this and that's going to encourage the Russians to behave badly", said O'Toole.
