The Opioid Express Illegal Chinese-made drugs entering US via regular mail

It is not new news that China has been named as the main source for illicit fentanyl flooding the USA, which is increasingly being found in counterfeit painkillers and anxiety meds, but the report identifies the ease of accessing the drugs online and the loophole in the global mail system, revealing why the issue hasn't been adequately tackled by Customs and Border Protection.

After conducting a yearlong probe into the availability of fentanyl in the United States, a Senate Homeland Security and Government Affairs investigations subcommittee concluded that illegal opioid shipments are entering the U.S. from China through the Postal Service. "They also found obituaries and death records showing that seven buyers died of fentanyl-related overdoses". This illicit drug trade has essentially found sufficient loopholes in a government service that has failed to fully implement an electronic data system that will help detect suspicious shipments.

At a time of massive growth in postal shipments from China due to e-commerce, the investigators found that the postal system received the electronic data on just over a third of all worldwide packages, making more than 300 million packages in 2017 much harder to screen. The report was critical of the U.S. Postal Service and Customs and Border Protection, saying the agencies have failed to prepare for an increase in worldwide shipments, struggled to cooperate with each other, and been slow to introduce enhanced-screening methods.

However, postal service officials have noted that they've gotten better at vetting questionable shipments, as they will "continue to work tirelessly to address this serious societal issue", according to spokesman David Partenheimer. "They offered discounts for bulk purchases and even tried to up-sell us to carfentanil". The sellers preferred payment in Bitcoin.

According to the report, China's enormous pharmaceutical industry also harbors thousands of illegal labs that produce counterfeit drugs and is responsible for the majority of synthetic opioids that flow into the United States.
