Health advocates said the report shows that the Food and Drug Administration must more closely regulate all tobacco products, including e-cigarettes. Teens who vape are also more likely to try smoking regular cigarettes at least once and there's moderate evidence that this could set teens up for heavier cigarette use later on.

On the issue of smoking cessation, the report concludes, "Overall, there is limited evidence that e-cigarettes may be effective aids to promote smoking cessation".

"In some circumstances, such as their use by non-smoking adolescents and young adults, their adverse effects clearly warrant concern", said Eaton, dean of the graduate school of the University of Washington, Seattle.

The devices can lead young people to smoke conventional tobacco, but they also appear to help adults quit smoking, the experts concluded.

"E-cigarettes can not be simply categorized as either beneficial or harmful", said David Eaton, chair of the committee that wrote the report, and dean and vice provost of the Graduate School of the University of Washington, Seattle.

But when adult smokers use e-cigarettes to quit smoking, "they offer an opportunity to reduce smoking-related illness", said Eaton.

Unfortunately, DHEC can not even suggest that there is another therapy for replacing the nicotine from cigarettes - and at the same time avoiding the chemicals in smoke and the spread of second-hand smoke.

It calls for lowering the nicotine level in traditional cigarettes to nonaddictive levels; limiting or eliminating flavorings, such as menthol in traditional cigarettes and candy and fruits in e-cigs and vaporizers, that the FDA says appeal to youths; and establishing rules to make the product review process more efficient, predictable and transparent for manufacturers, while upholding the agency's public -health mission.

Electronic cigarettes have been touted as less harmful than conventional cigarettes, as well as helpful when it comes to quitting smoking.

Although there is conclusive evidence that e-cig use increases airborne concentrations of key pollutants and nicotine in indoor environments, second-hand exposure to nicotine and pollutants is lower from e-cigs than from regular cigarettes. Potential harms and benefits of e-cigarettes may depend on your age, according to a report mandated by Congress.

In the short term, over the next 30 years, e-cigarettes are likely to be a public health benefit, the researchers determined.

"There is substantial evidence that nicotine intake from e-cigarette devices among experienced adult e-cigarette users can be comparable to that from combustible tobacco cigarettes", the report reads. However, animal studies suggest long-term use might increase odds for cancer. The recent report which tells that e-cigarettes give way to tobacco-based products are focused towards the nicotine-based e-cigarettes.

To encourage the estimated 36.5 million tobacco users in the kick the risky habit, the personal finance website WalletHub calculated the potential monetary losses - including the lifetime and annual costs of a cigarette pack per day, health care expenditures, income losses and other costs - brought on by smoking and exposure to secondhand smoke.
