Cuomo explained it this way: Say you paid $5 to the state in income taxes for every $100 you earned past year.

Cuomo's budget proposal would increase total school aid statewide by $769 million, including $338 million more in foundation aid.

The state's current budget is expected to end in the black, but part of the reason for that involves a skewing of numbers brought about by a rush of New Yorkers making state income tax payments in 2018 instead of waiting until their tax return filings by April 15.

The governor is not expected to talk in-depth about a proposed congestion pricing plan for the East River bridges. New Jersey may legalize it.

NY1 will carry the governor's budget address live starting at 1 p.m., along with analysis by political anchor Errol Louis.

Cuomo wants to restructure the state tax laws, shifting to an employer-paid system. From Lewiston to Long Island, school tax eats up by far the biggest chunk of the now-limited SALT deduction. Overall, he said 12 states would be targeted by limiting the SALT deductions to help pay for other cuts.

"There's another concept, and that is cut spending and cut taxes", DeFrancisco said.

"This is an important topic, it is a hotly debated topic - pardon the pun - and it'd be nice to have some facts in the middle of the debate once in awhile", Cuomo said.

"That's something I think we're gonna have to tread very, very lightly here", said Republican Senator James Seward.

Senate Majority Leader John Flanagan, says he's concerned about converting the state income tax to a payroll tax.

NY is facing a projected $4-billion dollar deficit this year and a $2 billion in federal health care cuts.

"I don't like the revenue stuff, " Flanagan said of the $1 billion in various revenue raising ideas Cuomo floated.
