Former national security adviser Michael Flynn told a business associate in January that one of the Trump administration's first priorities would be to "rip up" the sanctions imposed by the Obama administration in December, according to a whistleblower who described the incident to a Democratic congressman.

The witness provided the account to Rep. Elijah E. Cummings (Md.), the ranking Democrat on the House Oversight and Government Reform Committee, who detailed the allegations in a letter Wednesday to the panel's chairman, Rep. Trey Gowdy (R-S.C.).

The change would allow a business venture Flynn had worked on - nuclear power plants - to be built with the former partner.

In June, the whistleblower first contacted Cummings and gave the congressman permission to share the account as part of the ongoing investigation into Russia's meddling in the 2016 presidential election.

Mr Cummings wrote that he delayed releasing the letter at the request of Justice Department special counsel Robert Mueller until his team had "completed certain investigative steps".

A lawyer for Mr Flynn, who was sacked after only 24 days as Mr Trump's national security adviser, declined to comment.

According to this whistleblower, General Flynn reportedly sent a key communication on Inauguration Day indicating that the project was now "good to go" and directing his business colleagues to move forward.

Mr Cummings said the source was "authentic, credible, and reliable", and offered to introduce the individual to Mr Gowdy.

Earlier this year, various plans to lift the Russian Federation sanctions circulated through the Trump administration, but Mr. Trump ultimately decided not to repeal the measures.

Flynn had assured his former associate that USA sanctions against Russian Federation would immediately be "ripped up" by the Trump administration, a move that would help facilitate the deal, the associate told the witness.

The whistleblower said that Copson quickly displayed what he claimed to be a text message from Flynn that appeared to have been sent during Trump's inauguration speech.

Flynn pleaded guilty Friday to lying to the Federal Bureau of Investigation during its probe of Russian interference in the presidential election, including about conversations with Russia's ambassador to the US about sanctions.

As part of his plea deal with Special Counsel Robert Mueller, who is investigating alleged collusion between Russian Federation and the Trump campaign, Flynn agreed to be a cooperative witness in exchange for avoiding prosecution on other charges that might be related to his involvement with Russian Federation during the campaign, the presidential transition and his brief stint as national security adviser.

"This is going to make a lot of very wealthy people", Mr. Copson said. The witness could not read the text, but he saw that the time stamp was 12:11 p.m., according Cummings's letter.

Mr Flynn was a consultant to the firm for 14 months from 2015-16, according to amended financial disclosure forms he filed in August this year.
