The Prime Minister alleged that under Congress rule, "Five monsters - Mining Mafia, Forest Mafia, Drug Mafia, Tender Mafia and Transfer Mafia - have flourished in Himachal" and exhorted the people to "get rid of them" by voting out the Congress party.

He termed Congress a "laughing club" and that it needs to "introspect why people are turning away from them across the country".

Without taking the Gandhi scion's name, Modi said it was sad and shocking that a person, whose great grandfather, grandmother and father were all prime ministers, doesn't trust his country's constitution and elected government.

He said that the Congress government failed miserably on the law and order front and the situation was so grim that even senior police officers were in jail in connection with the custodial death of a man in infamous Gudiya rape and murder case in Kotkhai in upper Himachal Pradesh.
