President Trump declared the opioid epidemic a public health emergency on Thursday but requested no additional funding for it, freeing up only two cents in funding for each person affected.

She thinks Trump's declaration will make it easier for the federal government to expand services and will produce real results for West Virginia in terms of treatment, enforcement, education and medical issues. The declaration will also broaden the use of telemedicine and remove some regulations.

James Curtin, CEO of addiction rehab network Daytop, which operates eight rehab centers in the state, said that Trump's announcement needs to be accompanied by giving the U.S. Congress the power to give funding to opioid addiction treatment programs.

Meanwhile, Trump's opioid commission, led by New Jersey Gov. Chris Christie, is set to release its final recommendations on November 1. A national state of emergency would have provided states access to funding from the Federal Disaster Relief Fund, which is used to help manage response and recovery efforts associated with disasters such as hurricanes.

He says the federal government will spend "lots of money" to find non-addictive painkillers.

On Wednesday, the president told Fox Business Network he would be declaring the crisis a national emergency, which would have opened up additional federal funds.

The current budget for the Public Health Emergency Fund is $57,000. More than 100 Americans die daily from related overdoses, according to the CDC.

Trump opted to declare the crisis a public health emergency instead of a national emergency, which was an option his opioid commission recommended.

A White House commission on the drug crisis had urged Trump to declare a national emergency. "We should not have to depend on repurposed dollars that take away from other health priorities".

To combat the epidemic, the president said the government would produce "really tough, really big, really great advertising" aimed at persuading Americans not to start using opioids in the first place, seeming to hark back to the "Just Say No" anti-drug campaign led by Nancy Reagan in the 1980s. The city is now paying $70 to $90 for a two-dose pack of naloxone, she said.

Ohio Department of Health spokeswoman Melanie Amato said her agency will review the declaration's details "to see what it means for Ohio and "how it might complement what we believe is already one of the most aggressive and comprehensive approaches in the nation as we help our communities battle the scourge of drug addiction".

He added, "I have spoken to the president in depth about this epidemic and the devastating impact it is having on our communities in OH and around the country, and I know he is committed to addressing it in a comprehensive way".

Whatever best practices the task force comes up with will likely be scrutinized by advocates both for pain patients who worry about not being able to get medication they feel they need and those who support stronger prescribing limits.
