"We want to understand aspirations of people of Jammu & Kashmir", said the home minister, who had last month claimed that the Centre would resolve the Kashmir issue by 2022.

He added an all-party delegation had suggested that the dialogue process start with all sections.

Sinha has been at the forefront of engaging all stakeholders in the state and led several delegations of civil society representatives there since the killing of Hizbul Mujahideen militant Burhan Wani led to a major uprising in July 2016. Mehbooba Mufti, who has always been advocating talks with separatists and Pakistan, welcomed the Centre's initiative and said stakeholders should consider this as an opportunity and start a dialogue as it is the need of the time.

He said the interlocutor should hold dialogue with all stakeholders including the separatists. "From the ramparts of Red Fort, PM had said, "Neither by bullet, nor by abuses but by embracing the people we can solve the problems in J&K", Singh said".

Almost three years after it tried to adopt a hard-line and often controversial stance to find a resolution to the "Kashmir crisis", including its support to security agencies to use pellet guns and even human shields, Prime Minister Narendra Modi's government seems to have finally taken a step back, opting instead for a "sustained dialogue" with all stakeholders.

Asked whether a police officer was capable for holding talks on such a sensitive issue, Singh shot back, "Whats wrong in that?"

Mehbooba said former director of Intelligence Bureau (IB) Dineshwar Sharma, who has been appointed as interlocutor, has been involved in talks process in north east and did a good job. "Who gets to decide what is legitimate?" he tweeted.

"Will keep an open mind and wait to see results of the dialogue process", he said. So, for now, we'll take what we can get.

He further added that the announcement signalled a victory for those who had been rooting for a political solution in the state.

Responding to a tweet about the choice of a non-political representative as the interlocutor, Omar said the mandate was more important than the candidate.

"What does this mean for the NIA investigation in J&K?"

The newly-appointed interlocutor said he will make his first visit to the strife-torn Valley within "eight-10 days" but multiple government sources confirmed that a lot of homework has already been done.
