The home minister said the government would nevertheless cooperate with the United Nations High Commissioner for Refugees (UNHCR) and other relevant worldwide agencies in line with their humanitarian policies to give aid to the ethnic group.

The UN also slammed the level of access granted by Myanmar to the heart of the refugee crisis as "unacceptable".

Mark Lowcock, UN under-secretary-general for humanitarian affairs, reiterated an appeal for access to the population in northern Rakhine, saying the situation was "unacceptable".

Worldwide aid groups fear tens of thousands of Rohingya Muslims who remain in northern parts of Rakhine are in urgent need of food, medicine and shelter after over a month of military operations.

"India and the European Union expressed deep concern at the recent spate of violence in the Rakhine state of Myanmar that has resulted in the outflow of a large number of people from the state, many of whom have sought shelter in neighbouring Bangladesh", the joint statement said.

Myanmar has come under worldwide criticism for barring aid groups, journalists and other outsiders from independently traveling to the region to see the situation there.

Aid agencies have warned of a malnutrition crisis with about 281,000 people in Bangladesh in urgent need of food, including 145,000 children under five and more than 50,000 pregnant and breastfeeding women.

The World Health Organisation also says cholera is also a major risk.

Mr. Lowcock said he believed a "a high-level" United Nations team would be able to visit the area "in the next few days".

In one of the major exodus in recent times, more than half a million Rohingya Muslims have arrived in Bangladesh since August 25, to escape getting victimized of the ongoing ethnic unrest in the Rakhine state of Myanmar.

"People are arriving in Bangladesh with bullet wounds, people are exhausted, hundreds of villages have been burnt", he said.

Hindus and ethnic Rakhine were also among the dead - allegedly killed by Rohingya militants.

"I think the way India is now approaching on the Rohingya issue, we are extremely happy", Bangladesh foreign secretary Shahidul Haque said. To add to it, Haque said that Bangladesh had given a written proposal to Myanmar on the repatriation of the immigrants.

No formal action was taken by the Security Council during their September meeting, but United States ambassador to the UN Nikki Haley warned the time for words had passed.
