At the same time, Trump was quoting Roselló for faint praise the governor was giving for the "good job, the very good job" Trump is doing to help the islands.

Mayor Carmen Yulín Cruz also told ABC News Chief Anchor George Stephanopoulos on This Week that with the devastation wrought by Hurricane Maria, the focus should be on "saving lives" and not the USA territory's high rate of debt or what it may cost to rebuild.

Puerto Rico has been in a crisis of declining financial and bankruptcy and now that the damage from the hurricane is significant, there will be more strain on the costs of relief. Duke said the waiver will "help us with replenishment".

Cruz, who has appeared regularly on US cable news programs, was particularly pointed in rejecting a statement by acting Homeland Security secretary, Elaine Duke, who called the government's response "a good news story in terms of our ability to reach people and the limited number of deaths that have taken place".
