"It is time to be united and show full solidarity. The door remains, it is still open, and we should convince all member states to fulfill their commitments", he said.

Commenting on the court's decision, the EU's migration commissioner, Dimitris Avramopoulos, said member states should swiftly move on relocating asylum seekers.

Mr Avramopoulos, a Greek politician from the New Democracy party, added that "solidarity can not be a la carte" and called on European Union countries dragging their feet on the policy to come to their neighbours' aid. The system was meant to relocate 160,000 refugees who have fled to Greece and Italy in order to help prevent those countries from being overwhelmed.

The EU's highest court on Wednesday rejected Hungary and Slovakia's objections to a European-wide migration relocation scheme, laying bare an east-west split among EU member states. Hungary and Slovakia (which accepted quota system but took in few refugees than mandated) brought the case to ECJ that will announce its ruling on the issue today, which will be released around 7:30 GMT.

At his press conference following the ruling the Commissioner Mr Avramopoulos downplayed any suggestion that the countries could be kicked out of the European Union for not complying.

Cascade Locks fire grows to 3200 acres
More than 150 hikers were forced to spend the night in the mountains east of Portland made it down the trail to safety on Sunday. The air has been smoky on and off for weeks, prompting the National Weather Service to issue numerous air quality alerts .

The Czech Republic, Hungary, Romania and Slovakia voted against the measure, which was then challenged by Hungary and Slovakia later that year.

In Budapest, Hungarian Foreign Minister Peter Szijjarto called the court's decision "outrageous and irresponsible".

Under worldwide and European law, countries are required to grant asylum to people fleeing war or persecution but not those classed as economic migrants, the EU designation for most sub-Saharan Africans.

"The decision puts at risk the security of all of Europe and the future of all of Europe as well", Szijjarto said, calling the ruling "contrary to the interests of the European nations, including Hungary".

"Our position on quotas does not change", Prime Minister Robert Fico said.

Poland initially supported the mandatory quotas but now, with its new right-wing government, is against it. The arrival of refugees, who are predominantly Muslim in their faith has created socio-political tensions in the block and given to the rise of populism in Europe and anti-immigrant parties. While the flow of Syrian refugees has slowed somewhat since a deal was signed with Turkey, the question remains of what to do with the ones that have already arrived.
