The Red Cross has also set up other shelters throughout the area. On Monday, rumors swelled that officers were checking the immigration status of those arriving at the convention center.

Volunteers organized mountains of donated clothing and handed them out in neat piles.

"Our city is better than this", Michelle said.

Authorities and family members are reporting more than a dozen storm-related deaths in Texas due to Hurricane Harvey.

And she was just beside herself and a bit stunned that this is happening all over again.

Denise Christopherson, who retired to Port Aransas four years ago and evacuated the island town near Corpus Christi on Thursday, said the last few days have been "surreal". "We will help you.' We are in this together".

RACHEL OSIER LINDLEY: Yes, so many volunteers. But it's hard, knowing some of her friends and family are still in flooded homes, and that her middle school is flooded. And now they're only accepting volunteers for the night shift.

The NRG Center took in 900 people on Tuesday night and expected another 1,500 on Wednesday, a spokesperson for Barker-Ripley, the Houston nonprofit running the shelter, told BuzzFeed News. Houston is really stepping up. And so - and it was actually - one of the things that struck me is that most of the people I spoke with said that they, although they don't prefer to stay in a shelter, have been really impressed with how pleasant the experience has been considering the circumstances. They hoped to at least get out of the airport, but by the time their flight was canceled, roads were impassable.
