Islamic State group fighters and their families began evacuating a Syrian-Lebanese border region on Monday, under an unprecedented deal to end three years of militant presence there, Syrian state television and Hizballah said.

Hundreds of IS fighters and civilians were evacuated Monday from the border region between Lebanon and Syria under a ceasefire deal and were headed to an IS-held town near Syria's eastern frontier with Iraq.

"In accordance with the law of armed conflict, the coalition cratered the road heading east between Hamaymah and Abu Kamal to prevent the further transport of ISIS fighters to the border area of our Iraqi partners and struck individual vehicles and fighters that were clearly identified as ISIS".

The evacuation deal followed separate but simultaneous weeklong offensives by the Lebanese army on one side of the border and by the Syrian government and Hezbollah on the other.

Lebanese troops launched an attack against ISIS on August 18, while Syrian troops and Hezbollah fighters launched a simultaneous offensive from the Syrian side of the border.

"[Trump] directed a tactical shift from shoving ISIS out of safe locations in an attrition fight to surrounding the enemy in their strongholds so we can annihilate ISIS", Defense Secretary James Mattis said in May.

"We fight the terrorists in Iraq", he said in a speech on Tuesday.

Buses carrying members of the Islamic State militant group (ISIS) and their families included a number of children as well, raising concerns as to the humanitarian consequences of a USA strike on the convoy. "We wish they were celebrating with us".

But the plans of Israel which he described as the "enterprise of occupation and hegemony" had failed and "the ones who are crying today about the surrender of ISIS in Syria and Iraq are Netanyahu and the senior Israeli officials".

The Syrian Democratic Forces - an alliance of Syrian Arab and Kurdish fighters - have encircled Raqqa and are preparing for the final assault, backed by USA -led air power.

In 2014, ISIS and al-Qaeda militants overran the Lebanese border town of Arsal, kidnapping 30 Lebanese soldiers and sending shockwaves through the country.

The U.S.is not the only aggrieved party in the deal.

"I had two choices: either I continue the battle and not know the soldiers' fate, or I submit to the situation and find out. Their souls are my responsibility", he said.

Save the Children on August 28 also said a bombing campaign has increased the "nightmares" for young people in the self-declared IS capital, which is under siege by US -backed Syrian Arab and Kurdish fighters.

The Syrian government, backed by Russian air power and Iranian-organized militias including Hezbollah, has focused its military campaign in recent weeks on Deir el-Zour, where government troops have been besieged for years in the provincial capital.
