An Oklahoma man was arrested and accused of trying to blow up a van loaded with 1000lb of fake explosives in downtown Oklahoma City, the Justice Department said.

Officials say Jerry Drake Varnell of Sayre, Oklahoma, was arrested Saturday in connection with a plot to detonate a vehicle bomb in Oklahoma City.

"At approximately 6:30 p.m., Varnell actively participated in building what he believed to be a 1,000-pound [Vehicle Borne Improvised Explosive Device] constructed with ammonium nitrate/ fuel oil, detonating cord, cast boosters, dynamite and blasting caps", the affidavit said.

Varnell is charged with attempting to use explosives to destroy a building in interstate commerce and faces up to 20 years in prison if convicted. Varnell allegedly claimed to embrace the "Three Percenter" ideology, referring to a far-right anti-government group.

Authorities said Varnell at first needed to explode the Federal Reserve Building in Washington, D.C., with a gadget like one utilized as a part of the 1995 Oklahoma City bombarding that wrecked the Alfred P. Murrah Federal Building, executing 168 individuals and harming hundreds more. "At the point when local armies begin getting shaped I'm following government authorities when I have a group".

Varnell said the undercover employee did not understand how deeply he hated the government and that sometimes to make an omelette, "you got to crack a few eggs", though he also wanted to make sure the bombing happened after hours.

"I think I'm going to use this as the suicide bomber of the OKC has used" would have said Jerry Varnell to the Federal Bureau of Investigation agent in the encrypted message.

Hyeon Soo Lim, 62, sat in the front row of a packed worship hall at Light Presbyterian Church in Mississauga, a Toronto suburb. Global Affairs Canada issued a statement on Lim's release Saturday asking that his family's request for privacy be respected.

He identified BancFirst as the target, prepared a statement to be posted on social media after the explosion, helped assemble a fake explosive device, helped load it into what he believed was a stolen van and drove the van from El Reno to BancFirst in downtown Oklahoma City, and dialed a number on a cellular telephone that he believed would trigger the explosion.

"I'm out for blood", Mr. Varnell wrote in one text message to a confidential informant who cooperated with the authorities, according to the affidavit, which was written by an F.B.I. special agent.

Varnell was said to have taken a series of action to advance his plot. Varnell's actions were monitored closely for months as the plot developed. "It was a wake up call to both the government and the people".

US Attorney Mark Yancey said at the same press conference on Monday that Varnell was in the custody of the US Marshals Service ahead of an anticipated appearance before federal court in Oklahoma City on Monday afternoon.

Law enforcement officials arrested the 23-year-old shortly after 1 a.m. Saturday.

Oklahoma's senior US senator says law enforcement authorities "prevented a hateful act of domestic terrorism" by foiling a plot to bomb an Oklahoma City bank.
