State legislators have thrown their weight behind efforts to crack down on opioid abuse in the Sunshine State. But is it an emergency?

U.S. Senator Joe Donnelly welcomed the announcement from President Donald Trump that he plans to declare the opioid abuse epidemic a national emergency.

In brief comments before that meeting, Trump vowed an intense effort on opioids, saying he would work with law enforcement inside and outside of the country against "drug dealers that poison our communities".

"It's breathtaking yet we don't really seem to have, in my opinion, enough outrage that this is going on", he said.

But Health and Human Services Secretary Tom Price recently implied the administration wouldn't need to declare an emergency.

On Thursday, the president availed himself of that option. "It's a national emergency", President Trump told reporters before a security briefing on Thursday at his golf course in Bedminster, New Jersey. Price said the administration has the resources it needs to combat the epidemic without formally invoking the emergency powers. It is unclear what Trump's declaration will mean for a complex, long-term public health problem.

In 2015 alone, approximately 35,000 people died of heroin or opioid overdoses, according to the National Institute on Drug Abuse . Trump did not address any of the recommendations. "The president understands the magnitude of this challenge", Price said.

"Communities across OH don't need a declaration to tell them the opioid crisis is an emergency".

The president could use authority under the Stafford Act to declare an emergency.

Under the Stafford Act, federal and state agencies would have access to the approximately $1.4 billion federal disaster relief fund.

He said the declaration will also allow access to needed funding for tools such as prescription drug monitoring programs (PDMPs). Right now, public health workers and researchers are working on projects defined by grants from HHS.

Instead, the country was treated to Price parsing the word "emergency".

"When I was growing up they had the LSD, and they had certain generations of drugs", Trump said. He could also waive the restrictions on doctors who want to administer methadone or buprenorphine to patients with opioid addictions. Getting people into treatment, the correct treatment, has been a barrier. The governors of Alaska, Arizona, Florida, Maryland and Virginia have issued some form of emergency declaration on opioids in their states. And in recent months, the Centers for Disease Control and Prevention, the Food and Drug Administration, Congress, physician groups and the insurance industry have taken institutional steps to address the crisis. Sessions declared that the opioid crisis is a "winnable war" and urged law enforcement to pursue prosecutions for illegal possession of prescriptions just two days after the opioid commission released its interim report that called for a health-based response.
