The treaty allows the agreement's 34 signatory nations the right to conduct aerial observations of military assets possessed by other signing members. The plane then appeared over Dayton, Ohio near Wright-Patterson Air Base, and back over Washington, D.C. and Philadelphia.

The Pentagon and State Department said that before the flights, each state is given the flight plan of the mission and escorts fly aboard the aircraft to make sure it complies with the treaty.

The aircraft was unarmed, CNN reports.

The same official who confirmed the flight said such a mission was fairly routine.

A law enforcement source told CNN that the plane also overflew Camp David, the presidential retreat in the Catoctin Mountains, the Trump National Golf Course in Virginia, and Mount Weather, one of the United States government's secret relocation bunkers. On the Russian territory, a joint mission under the Open Skies Treaty was conducted jointly by the United Kingdom and Norway. The treaty aims to promote transparency about military activities. "The aircraft will be large and may fly directly over the US Capitol", the statement said.

Flight intensity figures published on the ministry's website showed that a total of 12 spy planes flew missions along the Russian borders over the stated period of time.

Earlier on Wednesday morning the Capitol Police released an alert that an "authorized low-altitude aircraft" would be flying in restricted airspace between 11 a.m. and 3 p.m. and would potentially fly directly above government buildings.

The flight flew over the US Capitol, the Pentagon, Central Intelligence Agency and the presidential retreat at Camp David. Last year Stewart met with the House Armed Services Committee subcommittee and said he would "love" to potentially deny future Russian expeditions in American airspace, according to the Washington Post.
