Siemens has said the turbines were "illegally" diverted "against our will" to Crimea and that it was cutting some of its ties to Russian Federation following reports of the illegal shipments. The move means that a total of 153 people and 40 entities like companies have been sanctioned over Russia's destabilization of Ukraine. The machines were then illegally sent to a power project and modified locally in Krim, as the Russians call it.

The EU on Friday imposed sanctions on three more Russians, including Deputy Energy Minister Andrei Cherezov, and three Russian companies over the delivery of Siemens turbines to Moscow-annexed Crimea.

In April, Russian Energy Minister Alexander Novak told the Russian Parliament that "work is continuing despite problems related to the delivery of equipment from a Western company".

The EU Council cautioned further that establishing an independent power supply for Crimea and Sevastopol supported their separation from Ukraine, and undermined "the territorial integrity, sovereignty and independence of Ukraine".

China also said that India has no right to interfere on the boundary talks as Chinese are working out on a solution with Bhutan. India should immediately and unconditionally withdraw its trespassing border troops back to the Indian side of the boundary.

The Russian Energy Ministry said Saturday that it is legally groundless for the European Union (EU) to sanction two of its officials over spats around Siemens turbine supply. The plants have been partially built, but have been created to operate with gas turbines made by a Siemens subsidiary.

The EU measures involve a freeze on their assets and travel bans.

Other EU measures in place in response to the Ukraine crisis include economic sanctions targeting specific sectors of the Russian economy, now in place until 31 January 2018; and restrictive measures in response to the illegal annexation of Crimea and Sevastopol, limited to the territory of Crimea and Sevastopol, now in place until 23 June 2018.
