"That still continues to be the focus, and we're keeping all options on the table in order to do that", Sanders said.

Perhaps wary because of these experiences, Tillerson declined to say whether the Trump administration would continue to back the deal, known as the Joint Comprehensive Plan of Action, which trades sanctions relief for a rollback of Iran's nuclear program.

There are a few caveats for Americans that need to travel to North Korea, however.

"We do not seek a regime change, we do not seek the collapse of the regime, we do not seek an accelerated reunification of the peninsula, we do not seek an excuse to send our military north of the 38th parallel", said Mr. Tillerson, referring to the border between the Koreas. "We're not your threat, but you are presenting an unacceptable threat to us, and we have to respond".

A ban on travel by US passport holders to North Korea will take effect on September 1 and Americans in the country should leave before that date, the US State Department said on Wednesday.

He said other options were "not particularly attractive".

A military operation against North Korea would saddle the USA with expanded costs and responsibility on the peninsula. This gives the United States little warning if a missile or nuclear test is about to happen.

The department announced the ban last month following the death of USA college student Otto Warmbier in June.

He said the United States felt the first appropriate thing to do was to seek peaceful pressure on the regime in North Korea to have them develop a willingness to sit and talk with America and others but with an understanding that a condition of those talks is there is no future where North Korea holds nuclear weapons or the ability to deliver those nuclear weapons to anyone in the region much less to the homeland. Trump notably sided with Saudi Arabia, Bahrain, the United Arab Emirates and Egypt in their dispute with Qatar at a time Tillerson sought to mediate.

No diplomatic breakthroughs are expected to reduce tensions over the North Korea nuclear threat at this week's ASEAN Regional Forum (ARF) in Manila, even though it is one of the few global events where all the major countries involved will participate.

"Only the North Koreans are to blame for this situation, but we do believe China has a special and unique relationship, because of this significant economic activity, to influence the North Korean regime in ways that no one else can". He said the North Korean problem is not China's fault, but China must help create conditions for productive talks.

Three more Americans are still detained in the North, all of them Korean-Americans.

Jeffrey Lewis, an expert on nonproliferation issues and the director of the East Asia Nonproliferation Program at the Middlebury Institute of International Studies at Monterrey, said the recent test should be a reality-check for policy makers in the United States about the seriousness of the issue.
