President Trump denies he called White House a 'dump'

Trump signed the bill behind closed doors, without the fanfare that has customarily accompanied his signing of executive orders.

In signing the Countering America's Adversaries Through Sanctions Act on Wednesday, he attached a statement calling the measure "deeply flawed".

He also said, however, that he has a number of qualms with the "seriously flawed" bill - most notably with the fact that it restricts his ability to ease sanctions without Congress' involvement. That is a big part of the reason I was elected.

Yes and no. It was politically remarkable for Mr. Trump to issue a statement challenging aspects of this particular bill, which a distrustful Congress forced upon him. The Framers of our Constitution put foreign affairs in the hands of the President.

CBS asked Sen. James Risch, R-Idaho, to comment on the meeting and the circumstances surrounding the president's crafting of a statement for his son after The New York Times broke the story.

The bill - the "Countering America's Adversaries Through Sanctions Act" - places sanctions on Russian Federation as punishment for its efforts to interfere in November's presidential election, Moscow's military aggression in Ukraine, and its support of Syria's President Bashar al-Assad.

Trump said he would "honor" some of the bill's provisions, but stopped short of saying it would be fully implemented.

The House and Senate struck a deal to make some changes to the bill at the urging of a host of USA industries and European countries, but Congress did not consider making the change that the White House wanted: removing the congressional review on Russian Federation sanctions from the bill.

Trump signed the most significant piece of legislation of his presidency with no public event.

A day after the Senate passed the new set of sanctions, Russia's Foreign Ministry last Friday announced countermeasures in which it set a September 1 deadline for Washington to reduce the number of diplomatic staff in the country and ordered some US-run facilities in Russian Federation to close.

Russian Prime Minister Dmitry Medvedev described the move as a humiliating defeat for Trump.

"The question, I think, of the events of the last week or so, is it getting worse or can we maintain some level of stability in that relationship?"

"Neither the president nor I are very happy about that", Tillerson said Tuesday.

"The American establishment has won an overwhelming victory over Trump".

Sanders has appeared often at the White House podium this year as the deputy press secretary, but was elevated to the position of press secretary late last month after Sanders' predecessor, Sean Spicer, resigned.
