Harteau said she hopes Noor would eventually talk to investigators and not remain silent, noted the Pioneer Press.

Chief Harteau was criticised for being out of the city on personal time for almost a week following Saturday's shooting, although she said she was in touch with her command staff.

Responding officer Matthew Harrity had been startled by a loud noise just before Ms Damond approached the police auto he was driving, prompting his partner Mohamed Noor to fire the fatal shot, authorities said.

The Minnesota Department of Public Safety's Bureau of Criminal Apprehension said Friday that a witness to the shooting has been identified and interviewed, though the agency did not disclose what the witness, a bicyclist, said.

Damond approached the driver's side of the vehicle.

Officer Mohamed Noor, who shot Ms Damond in the abdomen in an upmarket neighbourhood of the city, has refused to be interviewed by investigators, as is his legal right.

After congregating at the home Damond shared with her fiance Don Damond, the crowd marched to Beard's Plaissance Park on Lake Harriet. Prime Minister Malcolm Turnbull called it "a shocking killing" and said Australian officials are seeking closure for her family.

Hodges was fielded a question regarding the protesters demands that she resign, which she replied, "I will not be resigning".

Harteau resigned on Friday at the request of Hodges, who said she had lost confidence in her following Ms Damond's death.

In a press conference held before the release of the transcripts, Mayor Betsy Hodges welcomed any information that sheds light on the shooting.

The death of Sydney native Justine Damond, 40, from a single gunshot wound to the abdomen fired through the open window of a police patrol auto, has outraged her family members and the Australian public. We ask that you take your staff with you!

Authorities are continuing to investigate the fatal shooting, as both of the responding officers have been placed on administrative leave. She expressed concern about the cultural changes needed to create a difference in police violence, anxious someone from within the police department may not be up to the task.
