Those problems will have to wait for the completion of the Gateway project, which calls for building a second rail tunnel under the Hudson River, repairing damage in the existing tunnel from 2012's Superstorm Sandy and making substantial improvements on the New Jersey side and in Penn Station. Instead, the most noticeable inconvenience that Boston-based users of Penn Station might notice is more crowded Amtrak trains.

Rail commuters will suffer this summer's overcrowding and reduced service with the knowledge that the repairs won't add train capacity or eliminate problems like overhead wire failures in the tunnel that cause regular delays.

Once at the Hoboken Station, crowds of riders tried to navigate their new and unfamiliar route.

Riders streamed steadily from the LIRR platform at Atlantic Terminal onto the northbound 2 and 3 train between 8:00 and 9:00 a.m., with frequent directions from more than a dozen orange-vested MTA workers. Do the people around you seem to know what they're doing?

A few days prior, the World Heritage Committee passed a resolution denying Israeli claims to the Old City of Jerusalem . The UNESCO resolution characterized the site as facing danger, which directly contradicts facts on the ground.

PATH officials said they could make changes based on the morning commute.

"The measure is how good are you when things are bad", Ingoglia said.

Penn Station, which Amtrak took over in the 1970s, handles twice as many daily train movements, about 1,300, as it did then.

The snarled evening commute at Penn Station in April following a derailment.

"I'm going to pack Advil with me every day", said commuter Hanna Fruchtman. Mr. Denison said the rescue train exited the tunnel and re-entered on another track not affected by the derailment. "I believe commuters must be treated with respect, and as governor, I will take politics out of transportation and focus on improving efficiency, quality and customer service". On Twitter, Gordon said there was "heavier than normal passenger volume, but traffic flowed well", and acknowledged the work of New Jersey Transit, the Port Authority of New York and New Jersey and New York Waterways for the transition.

"The ferry is a stress-free commute because it's a guaranteed commute, it's a 99 percent on-time performance we have", said Jennifer Schuck, from the New York Waterway. So even those commuters who caught one of the few trains arriving at Penn Station before 7 a.m. will have to go to Hoboken to catch a train home.
