Tillerson taps career diplomat as Ukraine special envoy

During a meeting with Ukrainian President Petro Poroshenko, Tillerson said it's necessary for Russian Federation to take the first steps to stabilize the country. And we do not rule out that we'll be able to arrange a summit following these phone talks.

Mr Trump held brief talks with Mr Poroshenko in Washington last month, but spent far more time with Russian president Vladimir Putin on the sidelines of the G20 meeting in Hamburg last Friday.

According to the president, Ukraine is not interested in delaying such negotiations, because "Ukraine pays a high price - its heroes are wounded and killed" every day.

"Important & timely move in the interests of ending Russian aggression and restoration of Ukraine's territorial integrity, including Crimea", Poroshenko tweeted.

He will accompany Tillerson to Kiev on Sunday, the State Department said.

Mr Tillerson recently suggested that Kiev and Moscow might achieve a peace agreement outside the framework of the Minsk deal, and he travelled to Ukraine with the new United States special envoy to the country, Kurt Volker.

Poroshenko, who said Volker would remain in Ukraine for the next several days, maintained that a resolution to the crisis "needs only the political will of Moscow".

While Trump called the meeting "tremendous" and has called for better ties with Moscow, his administration maintained USA sanctions targeting Russian Federation over its 2014 seizure of Ukraine's Crimean Peninsula and backing of armed separatists in eastern Ukraine.

"So Ukraine didn't matter enough to this administration to have them appoint a special envoy in the first place?" said Smith, now a senior fellow at the Center for a New American Security.

"Ukraine's come a long way, you know we want to acknowledge that, and we still have more to do".

Tillerson also commented on another key bone of contention between Trump and Putin at the G20: allegations of Russian interference in United States election campaign, in favour of the Republican candidate. "We firmly adhere to our commitments", he said. During the meeting, Mr. Trump broached the subject of election interference, and Putin denied any role in hacking the 2016 election.

"In all candidness, we did not expect an answer other than the one we received", he said Sunday.

"What we agreed on the cyber front is to explore a framework. on how to deal with these very complex issues of cyber threats, cyber security, cyber intrusions", he added.
