South Florida welcomed former President Bill Clinton as part of the 85th United States Conference of Mayors, Saturday.

"We can't ignore climate change because climate change is not ignoring us", said Mayor Biskupski. On those issues, mayors highlight local actions and investment, but are asking the federal government for more resources and cooperation.

Those efforts, Landrieu and his colleagues say, aren't about "resistance" to Trump, and they insist it's not about boosting individual profiles, as more than a few run for governor. They're also alarmed at the president's proposal to eliminate community development block grants, a 40-year-old program that provides $3 billion in direct funding to cities.

Clinton warned the mayors about the need to address the epidemic, as Republicans face criticism over their plan to make large-scale changes to Medicaid, the government health insurance for the poor. In Miami Beach, where this weekend's meetings are being held, that's not just a theoretical concern.

With the Trump administration's withdrawal from the Paris climate accords, national policy on climate change is starting to emerge from US cities, that are working to reduce emissions and become more resilient to rising sea levels. During seasonal high tides, this road, Indian Creek Drive, sometimes now is under water. We're putting up new seawalls. So it's been a real journey, but it's a necessary journey.

In sharp contrast to the President's decision and stance about climate change, the U.S. Conference of Mayors has made its support for the Paris Climate Accord clear in no uncertain terms.

"I was elected to represent the citizens of Pittsburgh, not Paris", Trump said when he announced the United States's future departure from the deal.

Thirty-six cities across the US have now committed to transition to 100 percent clean and renewable energy. But Cornett, a Republican, and Landrieu, a Democrat, emphasized that many cities don't have the financial standing to do what other cities have done on their own. Doing so would greatly reduce the city's carbon footprint - in 2015, electricity accounted for over three-quarters of all greenhouse emissions by the city government. And it's tough to kind of have to convince them when the evidence is right there when you go to these towns.

In assuming the presidency of the prominent U.S. Conference of Mayors Monday, New Orleans Mayor Mitch Landrieu didn't get into some of the nagging problems facing his home town, like crime and affordable housing. "We see that Washington is stuck", Landrieu told the Associated Press ahead of the convention.

ALLEN: Later today in Miami Beach, a group including Boston Mayor Marty Walsh and Los Angeles Mayor Eric Garcetti will formally sign the Paris agreement goals.
