Erdogan has called for dialogue and negotiation among members of the Gulf Cooperation Council (GCC) to ease the unprecedented diplomatic crisis that has erupted after Saudi Arabia, Bahrain, the United Arab Emirates and Egypt severed diplomatic ties and traffic links with resource-rich emirate, accusing Doha of sponsoring and funding terrorist organizations.

The small Gulf Arab state is a critical global supplier of gas and hosts the biggest U.S. military base in the Middle East.

Saudi Arabia and several other Arab states have suspended flights to and from Qatar, affecting the nation's airline and Barcelona sponsor, Qatar Airways.

Meanwhile, Qatar's foreign minister Shaikh Mohammad Bin Abdul Rahman Al Thani said the list "reinforced baseless allegations that hold no foundation in fact".

"The time had come to call on Qatar to end its funding - they have to end that funding - and its extremist ideology in terms of funding", Trump said.

Four Arab countries have blacklisted 59 individuals and 12 entities, which they alleged to be Qatar's links to terrorist groups, further escalating the tension in the Gulf.

The legislation, which also foresees cooperation in military training, was rapidly passed in parliament on Wednesday, a day after Erdogan openly sided with Qatar and criticized other Gulf countries' moves to isolate it.

A peninsular nation of 2.5 million people, Qatar has for years punched well above its weight in world affairs by parleying its vast gas wealth into influence across the region, irking many with its maverick stances and support for Islamists. Saudi Arabia and other Gulf states have accused Doha of supporting extremist groups, but Tillerson suggested that all sides needed to do more.

Qatar's neighbours have also criticised it for allegedly supporting groups such as the Muslim Brotherhood and Hamas.

Arguably the most prominent person named is Yousef al-Qaradawi, the spiritual leader of the Muslim Brotherhood network.

"Our position on countering terrorism is stronger than numerous signatories of the joint statement - a fact that has been conveniently ignored by the authors", it said in a statement.

Turkish President Tayyip Erdogan, whose AK Party has its roots in Islamist politics and who has voiced support for the Brotherhood, signaled his firm backing for Qatar by swiftly signing a law to send troops to a Turkish base there. Qatar's official state TV later said it had shut down its website temporarily after also facing hacking attempts.

Still, the Pentagon has been developing contingency plans in case there's any interruption, defense officials said.
