The Washington Department of Labor and Industries says while all rides are inspected, that's not a guarantee against accidents. Electrical inspections are also required each time a ride is set up.

That ride is operated by a Portland company called Funtastic Shows, which also provides rides for City Fair.

Neither Oregon nor Washington have state inspectors who routinely inspect carnival rides; however, both states require insurance companies to get proof of inspections on each ride annually by private inspectors on an approved lists.

Brandi Hamon and Debbie LaFollette, the vice president and president, respectively, of the Rhododendron Festival, said in a joint statement, "First and foremost the Rhododendron Festival would like to ask for everyone to please pray for all the victims in today's carnival accident". They said the local police department, fire and rescue and Funtastic will be carrying out investigations.
