The president of the Constitutional Council, Laurent Fabius, proclaimed the official result of the vote in a ceremony Sunday at the Elysee presidential palace in Paris.

The former investment banker becomes the youngest post-war French leader and the first to be born after 1958 when President Charles de Gaulle put in place the country's Fifth Republic.

Earlier, Mr Macron was handed France's nuclear codes, putting him in charge of what will be the EU's only arsenal of atomic weapons after Brexit is complete.

They then met for one hour, after which Hollande left the Elysee grounds.

Merkel welcomed Macron's decisive 32-point victory over Le Pen, saying he carried "the hopes of millions of French people and also many in Germany and across Europe".

Macron, a 39-year-old centrist, arrived at the Elysee Palace in central Paris in a motorcade and walked down the red carpet under light rain to be greeted by Hollande for his inauguration. Macron's direct predecessor Francois Hollande, a self-styled "Normal President", meanwhile came under fire for paying almost 10,000 euros a month to his hairdresser.

He listed a range of challenges facing the country, from migration fluxes, to the "excesses" of global capitalism and terrorism.

His first visit overseas will be to Germany on Monday, to visit with German Chancellor Angela Merkel in Berlin and then in the following days will have to name his prime minister and form a government.

After his time at the tomb, Macron went to shake hands with supporters along the Champs-Elysees, who were taking selfies and waving French tricolor flags, before coming back to the palace for a lunch with his family.

He wore a dark suit that cost 450 euros ($491), made by his usual Paris tailor, his aides said by text message.

More than 230 people have died in France in attacks claimed by Islamic State over the past two years as the country has taken part in military action against the militant group that controls parts of Syria and Iraq.

Etienne, a 61-year old former ambassador well known both in Brussels and Berlin, was appointed to be the incoming president's diplomatic advisor, Macron's staff said.

Seeking closer ties with European Union anchor nation Germany, Macron will meet Chancellor Angela Merkel in Berlin on Monday.

In the coming parliamentary elections in June he must try to win a parliamentary majority for his start-up Republic on the Move (REM) party which has blown apart traditional French political boundaries. He shook hands with Macron, who accompanied him to his vehicle and also applauded him.
