"The worry is that the Legislature will say "spend more" when the reality is that we should spend less".

Under the proposal, K-14 education funding would increase by $3.2 billion over last year, for a total increase of $27.3 billion (58 percent) since fiscal year 2012-13.

Assemblywoman Sabrina Cervantes, D-Corona, praised the governor for submitting "a budget that is responsible and balanced", adding that she was particularly pleased that the revised spending blueprint included $18 million for the Jurupa Area Recreation and Park District.

Gov. Brown's revised budget plan makes no changes in the January plan's allocation of money from last year's ballot measure raising tobacco taxes. "If you don't do what our budget does, then you have to find cuts in other parts of the program", Brown said, saying his plan "is the least painful way to go". Jerry Brown's budget revision, which was released Thursday.

And Brown, flanked by a lurid, red-ink chart depicting California's potential Medi-Cal deficits, said the state would be hard-pressed to cover those cuts.

Brown also wants to reverse a proposed $500 million cut for low-income childcare that he sought in January and revise his proposal to shift almost $600 million in costs to counties.

California's fiscal turnaround, led by a record-setting stock rally, a resurgent real estate market and Silicon Valley's boom, has been welcomed by bondholders as the state's credit rating was boosted to the highest since the fallout from the Internet stock bubble's collapse. The president has come under fire from some state lawmakers after an April audit showed her office failed to disclose the reserves - and that it interfered with a survey of campuses about the central administration's services, rendering the results invalid.

The release of Brown's spending plan kicks off a month of negotiations with the Democrat-controlled Legislature. The California Legislative Women's Caucus applauded Brown's child care proposal.

Brown's budget does not include increased funding for repairs and replacement of some of the state's aging government buildings. By law, about half the state's spending goes to K-12 education and higher education. A stopgap federal spending bill, meanwhile, passed Congress with bipartisan support and maintained existing federal funding for state programs. Revenue in April - the most important month for tax collections because of the deadline for filing personal income taxes - fell far short of expectations.
