Turkey said it had carried out the strikes in north-eastern Syria and northern Iraq against "terrorist havens" and vowed to continue taking actions against groups it linked to the outlawed Kurdistan Workers' Party (PKK).

The United States on Tuesday expressed "deep concern" over Turkish air strikes against Kurdish fighters in Syria and Iraq and said they were not authorized by the USA -led coalition fighting Islamic State. It said the operations were conducted to prevent infiltration of Kurdish rebels, weapons, ammunition and explosives from those areas into Turkey.

"This aggression runs against the global law and the UN Charters", the ministry said, calling on the worldwide community and the UN to condemn this attack and the "pro-terrorism policies of the Turkish government".

"We call upon Turkey and all the other neighboring countries to respect the sovereignty of the Iraqi territory", Iraqi government spokesman Saad Adisi told the Kurdish news outlet Rudaw.

He cautioned against a broader Turkish military operation, saying it would "complicate the issue and destabilize northern Iraq". But again, the point ... is that Turkey can not pursue that fight at the expense of our common fight against the terrorists that threaten us all. Turkey has long insisted the YPG are "terrorists" and condemned the United States for providing such arms.

The US said it is "deeply concerned" that Turkey conducted airstrikes in Syria and Iraq without "proper coordination" with Washington or the coalition forces, media reports said.

While the airstrikes on Syria appeared to hit their intended targets, those in Iraq instead killed at least six members of the Iraqi Kurdish security forces. Those forces have been closing in on the ISIS stronghold in Raqqa.

Turkey notified the United States that it would attack a wide area north of the Syrian city of Raqqa "less than an hour" before launching the airstrikes Tuesday, said Air Force Col. John Dorrian, a spokesman for Operation Inherent Resolve. Dorrian says USA troops were about six miles (10 kilometers) from the strikes. "We told them to move their forces 20-30 km to the south".

Khaled Abboud, a member of parliament, said the center is "purely a research center, mostly for agricultural studies".

"Two hours before this operation, we shared information with the USA and Russian Federation that we would undertake an operation" in the region, and warned the U.S.to withdraw its soldiers in the region to 20-30 kilometers away", Çavuşoğlu told reporters on a trip to Uzbekistan.

This was the second day in a row clashes have been reported across the tense border after the Turkish air force earlier this week bombed YPG targets in Syria. Syrian officials strongly deny the charges.

"The fact that Turkish airstrikes were conducted on the territory of sovereign states in bypass of their legitimate governments can not but cause concern". The area is controlled by hard-line rebel factions, some associated with al-Qaida.
