Dickerson asked whether he stood by his claim that Barack Obama had ordered the wire-tapping of Trump Tower.

Asked for clarification by ABC News' Cecilia Vega on the claim that Trump doesn't "stand by anything" and "if he still believes President Obama is an evil guy", Spicer answered unequivocally.

"When you insult one member of the CBS family, you insult us all", he said. "I have no idea, '" Trump responded in the altered footage.

Dickerson pressed: "But I want to know your opinions".

The idea of spending $1 trillion on such projects - "perhaps even more", as Trump previously said - could stumble in Congress, where the partisan differences over how to pay for it could overtake the bipartisan interest in getting something done.

While discussing the issue of being "out-traded" by other countries, Trump took a shot at Dickerson and the media.

"You mean me personally?"

'As part of that practice, neither President Obama nor any White House official ever ordered surveillance on any US citizen.

Earlier in the interview, Mr Trump said he was awed by the "bigness of the office" and the "bigness of the deals" done inside the White House.
