White House pushes uncertain bid to revive health care bill

Behind-the-scenes leader of the moderate Tuesday Group Tom MacArthur and chairman of the conservative House Freedom Caucus Mark Meadows have come to an agreement they hope can bridge the divide. House Republican moderates and conservatives have been negotiating at length over the language in the bill, which has been scrubbed by senior Senate Budget Committee staff, so that it complies with that chamber's budget reconciliation rules.

A White House official confirmed to CNN the administration is aiming to circulate legislative text on a health care replacement plan by Friday or Saturday, though exact timing is still fluid.

A Freedom Caucus source told CNBC the changes to the health bill would secure 25 to 30 "yes" votes from the Freedom Caucus, and the new bill would get "very close" to 216 votes.

The House bill in the works would repeal President Barack Obama's health care law and replace it with less generous subsidies and eased insurance requirements.

At the time, they argued it would not do enough to lower premiums costs. He added that "this is still a federal government structure, not totally happy with that outcome, but said "it at least cracks the door open to states having some ability to opt out of some of the insurance regulations".

But the latest proposal would allow states to apply for "limited waivers" set to undermine the ACA's protections for pre-existing conditions.
