On the very same day, the US President Donald Trump has signed an executive order called "buy American, hire American" aimed at cracking down the abuse of skilled worker visa and forcing government agencies to buy more domestically produced goods.

Changes to immigration settings will help get higher skilled migrants while also safeguarding the positon of New Zealand workers, says BusinessNZ.

The immigration changes also propose that seasonal workers get visas for the duration of the season, rather than 12 months. "We have always said that we constantly review our immigration policies to ensure they are fit for objective and today's announcement is another example of this government's responsible, pragmatic approach to managing immigration".

This week Australian Prime Minister Malcolm Turnbull announced an end to a visa programme for skilled migrants, as part of a bid to tackle unemployment.

Mr Cooper says if the government wants to give low skilled workers on long term work visas a break it would have been fair to give it to all - or not at all.

Some 31,766 people arrived in New Zealand on the essential skills visa in 2015/16, up 11 percent from a year earlier, while 31,519 were skilled migrants in the same year, the most since the 2008/09 year.

Permanent residence applicants will no longer be able to claim points for jobs that are considered skilled but are paid below the median income. Business NZ said it would participate in the consultation, which closes on May 21.

Remuneration thresholds for permanent and temporary skilled migrants will be introduced along with a one-off pathway to residence for lower-skilled migrants already in the South Island.
