New York's Taxi and Limousine Commission (TLC) unveiled a proposal Monday requiring auto services that take only credit cards for payment to let customers add a gratuity. The average UberX driver in the state earned between $23 and $24.50 an hour in October 2015, but after expenses like gas and vehicle insurance, the typical driver in NY was left with a bit more than $19 an hour. "The exploitation of ride-hailing drivers must end, and this is an important first step", he said.

In its announcement Monday, the TLC said the tipping options would be "platform agnostic" and apply to all so-called for-hire vehicles, which provide prearranged rides and include ride-hail, community livery and black-car services.
The petitions were moved after hundreds of drivers with Uber and Ola went on indefinite strike from February 10 in Delhi-NCR to protest against "low fares" and the "lack" of basic amenities from the two app-based cab companies. And of course, people who ride in taxis can tip with their credit cards or cash.
