It was the eighth time that Russian Federation has used its veto power at the council to block action directed at its Syrian ally, President Bashar al-Assad.
Trump is increasing pressure on Russian President Vladimir Putin to abandon Assad just as U.S. Secretary of State Rex Tillerson is visiting Moscow.
The suspected chemical attack on rebel-held Khan Sheikhun on 4 April killed more than 80 people. "We may be at an all-time low in terms of relationship with Russian Federation", said Trump.
Tillerson was greeted frostily in the Russian capital as Lavrov began their meeting on Wednesday by demanding to know America's "real intentions".
Speaking amid a backdrop of USA investigations of Russian meddling in last year's presidential election, Lavrov also said Russia confirmed its willingness to dispel problems in relations with the U.S.
But he said it was an open question where relations go from here. In one small positive note, both sides said a working group at the foreign ministry level will be established, with hopes of improving ties.

In Moscow, Secretary Tillerson again criticized Russia's intervention in Ukraine, which triggered Western sanctions.
Putin said Wednesday that U.S. -Russia relations have "degraded" since President Trump took office. But any such expectations have crashed into reality amid the nasty back-and-forth over Syria and ongoing USA investigations into Russia's alleged interference in America's US presidential election.
