West Virginia Senate backs budget with spending cuts

Gov. Jim Justice surrounded by House Democrats extended the legislative session by one day Wednesday

Gov. Jim Justice surrounded by House Democrats extended the legislative session by one day Wednesday

The Senate inserted its own version of West Virginia's general fund budget for 2018 into the House budget bill during the closing minutes of the State Legislature on Saturday night, and now must wait for the House to respond today.

"It's very important for us to put a budget before the governor", Carmichael said.

"This is what the people want us to do", said state Sen.

"Nobody's happy about that", Carmichael said of possible use of Rainy Day funds.

Finance Committee Chairman Mike Hall says the Senate document is part of an overall process that includes the House and probably not final.

A spokesman for the House of Delegates leadership said late Saturday night the Governor's deal in the Senate does not include the House of Representatives.

The announcement by Justice came after the House and the Senate passed their budget bills Wednesday.

On CNN, Risch was asked whether those images also changed his own mind about accepting Syrian refugees into this country. Trump continued, "Using a deadly nerve agent, Assad choked out the lives of helpless men, women and children".

And the budget bill, as proposed, would raise the state's gas tax 4.5-cents, according to Justice. Justice said he was pessimistic about the budget situation for the last three days but his view changed at 2 p.m. Saturday. He said he has received a lot of letters from parents of children with epilepsy and other constituents who have been forced to go to other states to seek relief for their conditions.

For addiction treatment, West Virginia now has more than 1,100 beds but struggles to meet demand.

"In a time when we need to invest in higher education to kick-start this economy, we're turning around and are going to cut", Prezioso said.

The deal achieved also expands Justice's tax cuts to $50 million, he said.

At midnight we are "getting this shoved down our throats", he said. An override would have to pass by a simple majority in both houses of the Legislature. Twenty-eight states, the District of Columbia, and the USA territories of Guam and Puerto Rico have enacted effective medical marijuana laws, and 18 states have adopted medical marijuana laws that are ineffective because they are either unworkable or exceptionally restrictive.

Nelson noted Justice has been unwilling to compromise beyond his $4.394 billion budget plan proposed in mid-March, often referred to as his Budget 2.0.
