Prime Minister Narendra Modi during his Bangladesh visit in 2015 had expressed confidence of finding a "fair solution" to the long-pending Teesta and Feni river water sharing issue.
Now, ahead of Sheikh Hasina's visit, Banerjee on Wednesday said there is no water in the river.
India is expected to announce a fresh credit worth about $5 billion for infrastructure development, like railways, roads and waterways, one official said."That will be a concessionary credit, as a symbol of excellent relations between the two countries", he said.
Several memoranda of understanding (MoU) on various issues were also signed, including: Prevention of Human Trafficking, Prevention of Smuggling and Circulation of Fake Currency Notes, Extending a New Line of Credit by India to Bangladesh, Blue Economy and Maritime Cooperation in the Bay of Bengal and the Indian Ocean, Use of Chittagong and Mongla Seaports, Project under Saarc's India Endowment for Climate Change, Indian Economic Zone, Cultural Exchange Programme, Education Cooperation, Leasing of International Internet Bandwidth at Akhaura, and Joint Research on Oceanography of the Bay of Bengal.
According to Ranganathan, the two countries "have made very tangible progress" in nearly all areas of cooperation and are working very hard to implement all the decisions taken during Modi's landmark visit to Dhaka in June 2015.
A senior energy official said Bangladesh would sign a number of agreements to import electricity. He said, "Cooperation would mean, naturally, against external aggression, and within the country, if there are threats to the security of India or Bangladesh, naturally we will cooperate with each other".
Hasina will arrive on Friday for a four-day visit. An old faithful of late Sheikh Mujibur Rehman and a strong votary of closer ties with India, Imam, shared his views about the proposed agreement with a group of visiting Indian journalists to Bangladesh.

She said that setting up of more border haats would help narrow the trade deficit.

The outcome of the meeting between Ms. Banerjee and Ms. Hasina, however, remains unclear.
Soon after the talks and signing of MoUs, Modi and Hasina will jointly release the Hindi translation of Bangabandhu Sheikh Mujibur Rahman's "The Unfinished Memoirs".
The two sides are also expected to sign a major agreement on cyber security, as both are dealing with counter-radicalisation in the wake of threat perception from the Islamic State.
Modi will host a luncheon for Hasina at the Hyderabad House where Mamata is expected to be present.
The Bangladesh Prime Minister will also honour 1661 Indian soldiers who lost their lives during the 1971 Liberation War, he said.
