Kelly also took some credit for himself, saying that his direct plea to government officials in Honduras, El Salvador and Guatemala along with conversations with church leaders and others in the region have helped curb the number of people trying to sneak into the United States. The administration has not yet changed how the border is patrolled, but the president's tough talk on immigration and arrests of immigrants living in the country illegally have likely acted as deterrents.

"It won't last", Kelly warned, "unless we do something to secure the border".

In March, fewer than 12,500 people were caught at the southern border, which is the lowest monthly figure in at least 17 years and the second straight month that border arrests dropped sharply. It has to meet the president's vision of an inviolable "contiguous, physical wall".

He noted that the drop in apprehensions includes a "dramatic reduction" in the number of families and minors making the trip - a key focus of Kelly's as he emphasizes how unsafe and predatory the smuggling pathways that bring undocumented immigrants to the USA are.

Several groups have said they plan to protest, so bidders have been asked to demonstrate experience "executing high-profile, high-visibility and politically contentious" projects. Claire McCaskill, D-Mo., made clear Wednesday morning.
